Why was creating the final green look of the Vinvocci so expensive, what did they originally look like, and who was responsible for this?

Russell T Davies decided after filming that the Vinvocci should be changed from skin tones with a greenish tinge to completely green, at a very high cost.
During filming, Russell T Davies requested the actors faces souldn't be completely green. However when he watched it on-screen, RTD felt like the monsters were wearing hats. In post production, Davies asked The Mill to colour the Vinvocci's faces completely, which was quite expensive.
